Driving Change on the Ground: 30km/h Advocacy impacts in Kenya and Uganda

The Global Alliance of NGOs for Road Safety has published a case study looking at the impact of its Alliance Accountability Toolkit in Kenya and Uganda, supported through the FIA Foundation’s Advocacy hub.

The report, Making 30 km/h a reality: A case study of advocacy in Kenya and Uganda using the Accountability Toolkit, funded by the TotalEnergies Foundation, examines the impact of the Alliance Accountability Toolkit. The toolkit is designed to support low- and middle-income countries in advocating for lower street speeds and was developed with the support of the FIA Foundation’s Advocacy Hub.

The report focuses on Kenya and Uganda NGOs, the Association for Safe International Road Travel (ASIRT) and Uganda Road Accident Reduction Network Organisation (URRENO), which applied the Alliance Accountability Toolkit (Toolkit) to successfully advocate for 30 km/h limits. The report highlights key successes in Kenya, where the government has committed to 30 km/h zones as a policy priority and initiated a review of the Traffic Act to make 30 km/h the default speed limit in urban areas. In Uganda, the government has reviewed regulations to lower urban speed limits from 50 km/h to 30 km/h, and these regulations have been gazetted. 

The report is accompanied by the launch of a new resource in the NGO Alliance’s Accountability Toolkit. The additional resource summarises the learnings from seven further NGOs in Argentina, Chile, Kenya, Nepal, Tanzania, Tunisia and Uganda, advocating for 30 km/h zones using the Accountability Toolkit under the Alliance Incubator programme. This programme was co-funded by the FIA Foundation, TotalEnergies Foundation, and Michelin.

The experiences of ASIRT Kenya, URRENO, and other Alliance members demonstrate what is possible when empowered NGOs use the Accountability Toolkit to turn advocacy into measurable action,” said Lotte Brondum, Executive Director of the Global Alliance. “We thank TotalEnergies Foundation for their support of the Incubator programme for our Africa Chapter members, and FIA Foundation for supporting Toolkit implementation for 30 km/h advocacy.”
