An influential European Commission advisory group report, co-written by the FIA Foundation's Director General, David Ward, recommends a Commissioner with sole responsibility for transport and road safety to oversee ambitious casualty reduction targets.

The European Energy and Transport Forum, which advises the European Commission on transport issues, says greater political leadership on road safety is essential if the target of 50% fewer deaths across the European Union is to be achieved. The Forum’s report on road safety, co-written by Forum members David Ward and Professor Klaus Rompe, highlights the way road safety policy is divided between different Directorate Generals of the Commission and points out that road safety is currently one element of the transport brief of a Commission Vice President who is also responsible for energy policy and relations with the European Parliament. The advisory report also suggests that a European Road Safety Agency could be established, and calls for an increased road safety budget to meet the challenges of EU enlargement.
